如何推进城镇化已成为社会热点话题,学界存在着政府主导型城镇化与农民自主型城镇化两种观点的分歧。两派的论争源于对城镇化主导力量的不同抉择、对相关法律法规的不同解读、对两类城镇化影响的不同评判,症结在于坚持还是废弃当前的征地制度。两类城镇化模式在实践中各有利弊,靠土地财政支撑的政府主导型城镇化道路已经难以为继,而完全突破现有征地制度的农民自主型城镇化模式也潜藏着风险。因此,只有创新征地审批、补偿与利用制度,才能为中国特色的新型城镇化道路奠定基础。

How to promote urbanization has become a hot social topic.The argument exists in the views that urbanization should be oriented by government or farmers independently.The argument resulted from the different choice of the dominant force in urbanization,the different interpretation of the relevant laws and regulations,the different evaluation of the impact of two types of urbanization.The crux is to stick to the current land expropriation system or discard it.Each mode has advantages and disadvantages in practice.The road of urbanization oriented by government with the support of land finance is unsustainable.While completely breaking through the existing land expropriation system of farmer autonomy urbanization mode also hide risks.Therefore,innovate the accreditation,compensation and utilization of land expropriation system can lay a foundation for the new path of urbanization with Chinese characteristics.
