碳交易中碳排放权交易与其他国家碳交易的衔接有利于整合碳交易市场,实现规模效益。欧盟衔接指令规制欧盟碳排放权交易与其他国家碳交易之间的衔接,衔接包括直接衔接和间接衔接。直接衔接中的欧盟与京都缔约国之间的衔接主要包括交易单位的互认、交易流通及分配方法、目标和指标、参与方式与覆盖规则、惩罚与安全阀等,尚需一些改进之处;直接衔接中的欧盟与非京都缔约国之间的衔接,主要是欧盟与美国之间的衔接,需要有充足的可用分配排放量单位。间接衔接主要是欧盟与美国之间通过补偿的衔接,对其充满了期待。

The indirect links between EU and United States mainly conducts by compensation.
