中国畜牧业发展进入新时期。作为畜产品生产与消费大国,农场动物福利不仅关系到消费者的食品安全、动物源产品的品质与国际贸易,还影响到畜牧业的可持续发展。欧美发达国家发展动物福利事业有着很长的历史,动物福利水平处于世界前列。为促进畜牧业高质量发展,实现畜牧业现代化的目标,本文分析了动物福利与畜牧业发展的关系,总结了欧美发达国家在发展农场动物福利方面的实践经验:一是建立完善的法律政策体系,以立法保障农场动物福利;二是监督与奖励政策并行,奖惩结合改善动物福利;三是制定详细的评价标准,严格规范农场动物福利;四是利用先进的科学技术,科学管理畜禽生产过程;五是严格控制畜禽养殖规模,倡导农牧结合经营;六是多元主体积极参与,共同推进农场动物福利。根据中国动物福利还处于探索阶段的发展现状,提出促进当前中国农场动物福利发展的政策建议,以期为中国农场动物福利事业提供实践指导,为畜牧业高质量发展助推乡村产业振兴提供决策参考。
Abstract：The development of China's animal husbandry has entered a new era.As a major country in the production and counsumption of livestock products,farm animal welfare is not only related to food safety of consumers,the quality of animal-derived products and international trade,but also affects the sustainable development of industrial.Developed countries in Europe and the United States have a long history of developing animal welfare,and the level of animal welfare is at the forefront of the world.In order to promote the high-quality development of animal husbandry.This paper analyzes the relationship between animal welfare and animal husbandry development,and sums up the developed countries in promoting and raising the farm animal welfare of practical experience in developing:First,establish a sound legal and policy system to ensure the welfare of farm animals by legislation.Second,combine rewards and punishments to improve animal welfare.The third is to formulate detailed evaluation standards to strictly regulate farm animal welfare.Fourth,use advanced science and technology to scientifically manage the production process of livestock.Fifth,strictly control the scale of livestock and poultry breeding.Sixth,actively participate in multiple entities to jointly promote farm animal welfare.Combined with the current situation of China's social and animal welfare development,this paper puts forward policy suggestions on developing farm animal welfare,with a view to provide practical guidance for China's farm animal welfare undertakings and provide decision-making reference for the high-quality development of animal husbandry to boost rural industry revitalization.
