食用农产品协会是非营利组织,其绩效评价与追求利润最大化的企业不同。本文通过构建绩效评价指标体系及分析模型,实证分析了黑龙江、重庆、浙江3地食用农产品协会的产品质量安全治理绩效。结果表明:完善的组织制度、加强对协会会员产品质量监管、重视品牌化战略对改善食用农产品协会产品质量安全治理绩效有重要影响。此外,生产过程治理绩效的实证分析表明,食用农产品协会在绿色投入品统一采购、农产品安全生产标准采用、绿色生产技术应用等方面仍需进一步改进。
Abstract:Agri-food association is a kind of non-profit organization,and its performance evaluation is different from that of enterprises,which pursuit the maximization of profit. Based on model and evaluation index system,the paper analyzed empirically the agri-food association's quality governance performance in Heilongjiang province,Chongqing municiple city and Zhejiang province. The results showed that there were three factors such as the organization system,quality supervision on members of agri-food association and brand strategy had important effects on the improvement of agrifood association's quality governance. The agri-food association still needs to improve the unified purchasing of input green product,safety standard of agricultural products,and application of green production technology.
