欧盟农业单一支付补贴政策颠覆性地变革了欧盟共同农业政策的补贴理念,将以往属于蓝箱政策的、限定产量的价格补贴逐渐转变为绿箱政策下的直接补贴,从而开启了欧盟的农业直补之路。其发展历程和经验启示,值得研究。
Abstract：EU Single Payment Scheme changed the subsidy philosophy of the Common Agricultural Policy substantially.It replaced coupled price subsidies of the Blue-Box policies by decoupled direct subsidies of the GreenBox policies,thus pushing the development of direct agricultural subsidies among EU member states.Its evolution and revelation are worthy of study.
