本文对欧盟共同农业政策及农产品质量政策的变革进行了梳理。广阔的自然环境条件及生产工艺或技术是影响农产品品质及质量的根本性因素;市场经济条件下,农产品质量是农业及农村政策的实质性内涵,农产品质量政策具有杠杆效应、综合外部效应和社会性功能;农业及农村政策具有阶段性,而农产品质量政策则贯穿于农业政策变革的全过程。欧盟农产品质量政策的导向,对欧盟农业及农村政策的形成及发展产生了广泛和深远的影响。
